The National Weather Service has issued a flash flood warning and new evacuation orders are now being issued for parts of King County, near Seattle, after a second levee breach in the region caused by historic flooding in the Pacific Northwest. It all comes after days of heavy rain and flooding that inundated communities and prompted scores of rescues throughout Washington state. | Today Show
