The proposed per-mile road charge could potentially replace the current gas tax and apply to all drivers across the state.
The free, two-hour class will be held at 1949 Apache Ave. Parents/guardians and teenagers are asked to reserve a space in the class by contacting the California Highway Patrol at (530) 539-9500.
